Foster care exists to provide accommodation for children whose own parents are unable to look after them. it is supposed to provide children with a safe place to live in a family home. It may be a short term home (perhaps while a parent is unwell) or longer term, where a parent is struggling to provide care or undergoing assessment. It can also sometimes be a precursor to adoption.

Children may be placed in foster care voluntarily or as a result of a court order. Either way, the children themselves have no choice and are extremely vulnerable. Foster carers are therefore supposed to be providing care and support to the most vulnerable children in society at an extremely difficult time in their lives.

Fortunately the majority of foster carers do just that. However there are a minority who use foster care as a way to gain access to vulnerable children and abuse them. This can have a long term and devastating impact on those children.

Since 2017 the courts have treated foster carers in the same way as they would an employee of social services. This means that someone subjected to abuse at the hands of their foster parents can bring a compensation claim direct against social services rather than the foster carer. This can enable survivors of foster care abuse a remedy to claim compensation where the foster carer either has no money or is no longer around.
